that tree was not cut like that... it was probably a result of the old curb that ran up the side of the tree...what you are seeing is the damage done by the curb after it had been removed and a new path and stones put in.
Clearly because people getting crushed by a destabilized tree is far more acceptable than them tripping on an uneven footpath don’t ‘cha know .
